Am I Eligible? ANZSCO, SOL Status & English Requirements
All six Counsellor sub-codes fall under ANZSCO unit group 2721 and sit on the Short-Term Skilled Occupation List (STSOL). This means no subclass 189 pathway exists for any Counsellor — full stop. Your options are state/territory nomination (190/491) or, for three specific sub-codes, employer sponsorship.
Skills assessment is handled by VETASSESS (Group A) for all sub-codes. Note that ACA or PACFA membership is an industry and employer requirement — it is not a skills assessment requirement and will not substitute for your VETASSESS assessment.
English is not tested at the VETASSESS assessment stage, but your visa application will require Competent English (IELTS 6.0 in each band) for 190/491.

§ 2 Skilled Migration
Skilled Migration (Subclass 189 / 190 / 491)
Every code under ANZSCO 2721 sits on the STSOL, which means 189 is off the table across the board. The practical question is whether your state's current nomination round is open to your subcode — and at what points threshold.
| Visa | Available to Counsellors? | Points Reality |
|---|---|---|
| Subclass 189 | None — all subcodes excluded | N/A |
| Subclass 190 | Yes — check state round for your subcode | Superior English + years of experience critical |
| Subclass 491 | Yes — regional states/territories | 5-point regional bonus; state quotas apply |
Because nomination rounds open and close frequently, your realistic strategy is to maximise your points score — particularly through Superior English (IELTS 8+ or equivalent) and documented years of experience — before submitting an EOI. Applicants with 80+ points consistently attract state interest ahead of lower-scoring profiles.
How points are calculated — age, English, experience, qualifications, partner skills — is covered in full detail below. VJ Consulting regularly helps counsellors map their current score before committing to a state nomination strategy.

§ 3 Employer Sponsorship
Employer Sponsorship (482 / 186) for Counsellors
Not all Counsellors can access the 482 Skills in Demand visa. Only the following subcodes appear on the Core Skills Occupation List (CSOL) and are therefore eligible:
- 272112 – Drug & Alcohol Counsellor: community health, mental health, and alcohol & drug services
- 272114 – Rehabilitation Counsellor: vocational rehabilitation and disability service providers
- 272115 – Student Counsellor: schools, TAFEs, and universities
Careers Counsellors (272111), Family & Marriage Counsellors (272113), and Counsellors nec (272199) are not on the CSOL — employer sponsorship is not available for these roles under 482 or 186.
The Core Skills Income Threshold sits at approximately AUD 76,515 (confirm the current figure at time of application). For most full-time counselling roles in health and education, this is achievable but worth verifying against your offer before proceeding.
After two years with the same sponsoring employer, eligible subcodes can transition to Subclass 186 ENS for permanent residency.

§ 4 Skills Assessment
Skills Assessment for Counsellors: VETASSESS Group A — and the Sub-Code Trap That Catches Most Applicants
The assessment body is VETASSESS (Group A). To pass, you need an AQF bachelor's degree (or equivalent) in a highly relevant field plus at least one year of closely related employment within the past five years. The degree must align directly with counselling — a generic psychology or social work degree may not meet the "highly relevant" bar without careful documentation.
| Item | Detail |
|---|---|
| Assessment Body | VETASSESS (Group A) |
| Minimum Qualification | AQF bachelor's + highly relevant field |
| Work Experience Required | ≥ 1 year in last 5 years |
| Document: Translations | NAATI-certified only (non-certified copies rejected) |
A critical pre-assessment step that VJCE consistently flags with Counsellor clients: confirm your ANZSCO sub-code before lodging. Only 272112 (Drug & Alcohol), 272114 (Rehabilitation), and 272115 (Student Counsellor) appear on the CSOL and are eligible for the 482/186 employer pathway. The other three sub-codes — 272111, 272113, and 272199 — are STSOL only, with no employer sponsorship route.
- Selecting the wrong sub-code can misalign your skills list position and eliminate your employer sponsorship eligibility
- ACA or PACFA membership is an industry/employer requirement — it is not a VETASSESS assessment requirement; conflating the two wastes time and money
- No Counsellor sub-code has a 189 pathway — applicants who build a strategy around 189 are starting from a false premise
- Non-NAATI certified document translations are a routine rejection trigger at VETASSESS
§ 5 Common Problems & Refusals
The Most Common Failure Modes for Counsellor Visa Applications
With six subcodes under ANZSCO 2721, each carrying different list eligibility and employer sponsorship access, a wrong choice at step one cascades into every subsequent stage. These are the failure patterns VJCE sees most often:
- Subcode mismatch: Filing under 272111, 272113, or 272199 eliminates the 482/186 employer pathway entirely — no second chances after lodgement.
- Assuming 189 is available: Every Counsellor subcode sits on STSOL only. There is no 189 pathway for any Counsellor — none, ever.
- Confusing ACA/PACFA membership with VETASSESS assessment: Industry membership matters for employment, but VETASSESS assesses your visa eligibility. Submitting the wrong documents wastes months.
- Degree relevance underestimated: VETASSESS Group A requires a highly relevant qualification. A general psychology or social work degree without counselling-specific content frequently fails.
