Skills List Status

Physiotherapist sits on the Medium and Long-term Strategic Skills List (MLTSSL), which makes it nominally eligible for the Subclass 189, 190, and 491 visas. However, we need to be upfront with clients: invitation rounds for physiotherapists have been largely closed for some time, and we are not currently seeing 189 invitations issued for this occupation. State nomination (190) and regional pathways (491) remain the more realistic options, though competition is strong and quotas vary by state.


Skills Assessment — APC

Your skills assessment must be conducted by the Australian Physiotherapy Council (APC). The APC assesses whether your qualifications and, where required, your clinical experience meet Australian standards. The pathway you follow — standard assessment, competency examination, or supervised practice — depends heavily on where you trained.

Typical qualification requirement: A recognised bachelor's degree or higher in physiotherapy. Graduate diplomas are assessed case by case. We often see clients with non-APC-recognised qualifications underestimate how significant the gap requirements can be — additional examinations and supervised practice periods are common.


Work Experience

There is no fixed minimum work experience requirement at the APC assessment stage, but demonstrated clinical practice strengthens your application and matters considerably for state nomination.


English Language Requirement

You must meet a minimum of:

  • IELTS: 7.0 in each band (not just overall)
  • OET: Grade B in each component

In our experience, the per-band requirement catches many clients off guard — an overall 7.5 means nothing if one band falls below 7.0.

Physiotherapy sits on the Medium and Long-term Strategic Skills List (MLTSSL), which means Australian-based Physiotherapists can in theory access all three points-tested visa subclasses — 189, 190, and 491. In practice, the picture in 2025–26 is considerably more constrained than the MLTSSL listing suggests, and we want to be upfront with you about that from the outset.


Which Subclasses Are Realistic — and Why It Matters

The Subclass 189 (points-tested, no state sponsorship required) is the most competitive pathway and, for most Physiotherapist applicants, the least realistic right now. Invitations from the general skilled migration pool have been extremely tight, with the occupation drawing competitive interest from globally mobile candidates who often hold strong points profiles.

The Subclass 190 (state-nominated) and Subclass 491 (regional-nominated) are where genuine movement has occurred. Both add bonus points — 5 for 190, 15 for 491 — which is why they dominate the realistic pathway options for Physiotherapists in this program year. The tradeoff is real: 190 carries a two-year work obligation in the nominating state, and 491 requires you to live and work regionally for three years before you can apply for the 191 permanent residence visa.

Neither is a shortcut. Both require you to be strategic about where you're willing to build your Australian life.


Points Reality in 2025–26 Rounds

Based on invitation data and what we're seeing across our client base, Physiotherapists should be targeting 85–90 points to have a realistic chance at an invitation — and that's with state or regional nomination factoring into the total.

To put that in context: a 30-year-old applicant with five years of experience, an Australian qualification, and IELTS 8 across all bands might sit at around 75–80 base points. Adding a 190 nomination gets them to 80–85. Adding a 491 nomination gets them to 90–95. The math matters, and it's why age, English score, and the nomination pathway you pursue have to work together.


State Nomination (190): Who Is Actively Nominating?

State nomination for Physiotherapists has been inconsistent. In 2025–26, states including South Australia, Western Australia, and Tasmania have shown the most active nomination activity for allied health professionals, though quota availability shifts throughout the program year and lists open and close without much notice.

Victoria and NSW — where most applicants want to live — have been far more restrictive, often closing Physiotherapy from their 190 programs entirely for extended periods. We advise clients not to anchor their plans to a specific state unless they have a genuine job offer or connection there.


Regional Pathway (491): Realistic or Not?

For Physiotherapists, the 491 is a genuinely viable pathway — but only if you approach it honestly. Regional Australia has a documented shortage of allied health professionals, and territories and regional authorities do nominate Physiotherapists when quota allows.

The 15-point bonus from 491 can be transformative for applicants who'd otherwise fall short of invitation thresholds. The catch is the three-year regional residence requirement before transitioning to the 191. If you're open to working in a regional hospital or private practice — and many of our clients have found excellent career opportunities doing exactly that — this path deserves serious consideration.

How 482 Sponsorship Works for Physiotherapists

The Temporary Skill Shortage (TSS) visa — Subclass 482 — is the primary employer-sponsored pathway available to Physiotherapists seeking to work in Australia. Under this framework, an employer must first become an Approved Sponsor with the Department of Home Affairs. This involves demonstrating that the business is actively and lawfully operating in Australia, has a satisfactory record of compliance with workplace laws, and commits to meeting all sponsorship obligations — including paying sponsored workers market salary rates and not engaging in any unlawful cost recovery from the employee.

Once approved as a sponsor, the employer then nominates the specific position, demonstrating that the role is genuine, directly related to the ANZSCO occupation for Physiotherapist (ANZSCO 252511), and that the salary offered meets or exceeds applicable thresholds. The visa applicant must satisfy the required skills assessment (through the Australian Physiotherapy Council) and meet health, character, and English language requirements.


Industry Sectors That Typically Sponsor Physiotherapists

Physiotherapists are employed across a broad range of settings in Australia. Industry sectors that commonly sponsor physiotherapy professionals include:

For most Physiotherapist positions in Australia, award rates and market salaries typically sit at or above the TSMIT, meaning salary compliance is generally achievable across most full-time roles. Employers should ensure the nominated salary reflects the applicable enterprise agreement or award classification to avoid nomination refusal.


DAMA and Labour Agreement Pathways

Physiotherapists may also be eligible for sponsorship under a Designated Area Migration Agreement (DAMA) or a tailored Labour Agreement in certain regional areas or sectors experiencing acute workforce shortages. DAMAs can offer concessions on standard visa requirements and may expand access where standard 482 criteria are difficult to meet. Eligibility depends on the specific DAMA in force for the relevant region and the employer's ability to enter into a formal agreement with the Department.

This makes the 482 a genuine stepping stone to permanent employer-sponsored residence for Physiotherapists who secure stable, long-term employment.
